Ashray

Odisha, an eastern state in India is extremely vulnerable to cyclones which severely disrupts the communities' livelihood. Evacuation of the population pre-disaster is done by the government body. The people are referred to as Internally Displaced People as they relocate temporarily to shelters within the state. Provisions for these shelters are provided by the government and are funded by various organisations. However, some of Odisha’s disaster preparedness doesn’t meet the universal minimum standards or live up to what the media portrays.

 

The evacuation numbers alone don't equate if a disaster is managed successfully. Besides evacuation, the quality of living temporarily in these shelters should also be taken into account. Space inadequacy in each shelter seems to be a dire issue. Other problems that arise due to this are use of latrines, food and other provisions supplied.
